Description
This is not a solicitation announcement. This is a Sources Sought Notice. This Sources Sought Notice is for information and planning purposes and is not to be construed as a commitment by the Government. The Government will not pay for information provided in response to this notice. No evaluation letters and/or results will be issued to the respondents. Marine Corps Logistics Command, Maintenance Center Albany (MCA), Georgia is a DoD Depot Maintenance Activity. The Command Contracts Dept. is doing market research prior to an anticipated solicitation for a base year with options contract to provide safety shoes and boots to MCA employees. The requirement is outlined below:. Background - Most of the two-thousand plus MCA employees which include personnel at Camp LeJeune, North Carolina and Marine Forces Reserve, New Orleans, Louisiana are required to wear American National Safety Institute (ANZI) Z41-1991 safety shoes or boots while on the premises. Employees are subsidized up to $125.00 per year for the purchase of the safety shoes. The employee is responsible to pay the difference for any Shoes priced over that amount. Presently the MCA employees proceed to the safety shoe retailer of their choice and select their shoes. The vendor then bills the MCA for the price of the shoes up to the $125.00. Estimated sales are approximately 1600 pair per year. The MCA has tried several different arrangements to supply the shoes in the past. Mobile safety shoe trucks visiting periodically, the Marine Corps Exchange system, and the current Government Purchase card method of payment. All of these arrangements had advantages and drawbacks. This market research is an attempt to better define the requirement.. Current Requirement - The MCA is now looking for a contract arrangement that is very flexible to their needs. Those needs have been identified as: 1. A scheduled appearance of a mobile shoe fitting and sales vehicle or trailer to visit the MCA, perhaps on a weekly basis. 2. The MCA currently has two shifts working per day. One beginning at 7 AM and the second at 4 PM. The optimum time(s) and day(s) of the week for the shoe sales are undetermined at this time. 3. Some kind of rapid response to safety shoe requirements that arise between the scheduled sales days and for special orders is needed. Drop-shipments, recall of the mobile facility and/or a retail location are some of the ideas being looked at.. The contractor must maintain a variety of safety shoes and boots to include styles for men, women, electricians, non-static, and diabetics. A list of current popular brands and styles is attached.. A Contracting Officers Representative (COR) will be assigned to work with the eventual contractor to coordinate invoicing and monitor performance. All contractors who are interested in this opportunity must provide their CAGE code and be registered in the Central Contractor Register (CCR) www.bpn.gov/ccr/. Any forthcoming solicitation will require online certifications and representations (OCRA), http://orca.bpn.gov. Responses and / or questions regarding this Sources Sought Notice should be directed to Marines Corps Logistics Command, Contracts Department, mavis.brown@usmc.mil and received no later than close of business 4:00 PM EST, 13 October 2009. Responses should include a description of successful performance for similar efforts, literature, brochures, capabilities summaries, or a description of their approach to fill this requirement. No information will be shared with eventual competitors. The information may however be used to further define the Government's requirement. The cutoff for questions is 4:00 PM EST, 6 October 2009.
