Description
This is an extension of an existing contract for 10.5 months made on a sole source basis. The Period of Performance is from 1 October 2009 through 16 August 2010. The Military Sealift Command (MSC or Command) Information Assurance (IA) support services contract ensures that responsive and cost effective IA measures are employed throughout MSC to secure its boundaries and assure that information technology (IT) systems are operating within an acceptable level of risk. This IA support services contract enables the confidentiality, integrity and availability of MSC IT resources by managing and monitoring MSC's perimeter network security components, executing the command's intrusion detection and incident handling programs, network vulnerability management, engineering support services, and infrastructure configuration management. Any lapse in service will make MSC unable to combat cyber threats, meet DON and DOD mandates, and ensure the confidentiality, integrity and availability of MSC resources. Any lapse in service would also preclude the Command from achieving its strategic goal of maintaining effective operational readiness. Recent documentation has indicated that the frequency and severity of cyber attacks upon networks, both within DoD as well as in the private sector, have recently increased at an exponential rate. MSC requires time to reprocure these services AND it requires the continuity of services under any new award. Therefore, a sole source extension by modification is needed in order to maintain critical services without any break until a new competitive contract is awarded and the new contractor is up to speed on MSC systems. Barriers to competition shall only exist under the 10.5 month extension period, 1 October 2009 through 16 August 2010. This requirement was originally procured as a competitive 8(a) set-aside. It is planned that the follow-on contract will also be a competitive, 8(a) acquisition.
