- NAICS Code: 541611The US Environmental Protection Agency's (EPA) Office of Acquisition Management (OAM) Office of Air and Radiation (OAR) Office of Radiation and Indoor Air (ORIA) Indoor Environments Division (IED) intends to award a sole source fixed-price Purchase Order under the authority of Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures to NAHB Research Center Inc. (NAHB) for market data/research on radon-resistant construction practices in new houses. NAHB's annual survey gathers information such as types of houses built, lot sizes, foundation designs, types of lumber used by builders, etc. The NAHB Research Center Builder Survey also gathers information on the use of radon-resistant design features in new houses. The ORIA Indoor Environments Division plans to purchase the radon and demographic data in an analyzed format from the 2009 NAHB Research Center Builder Survey. No Solicitation or Request for Quote (RFQ) is Available. It has been determined that NAHB is the only association of home builders in the United States that annually conducts a survey regarding construction practices. The NAHB Research Center is the only source of annually-collected nationwide data related to builder construction practices. Although other sources would be able to design and conduct a similar survey, NAHB will complete the 2009 survey and it is only necessary for the EPA to purchase the data. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
