Description
Military Sealift Command intends to modify subject contract to extend services for 2 months on a sole source basis in accordance with FAR 6.302-1(a)(2)(iii) to Fairplay Publications, Inc. A sole source contract to provide a searchable database that includes marine transportation information and other data of interest for MSC marine transportation specialist. There is only one source available due to the unique and specialized nature of the work. Lloyd’s Register - Fairplay is a proprietary Internet-access subscription service that provides information on vessel and port characteristics and port-to-port distances. Other companies and associations provide current research on the maritime industry, maritime policy, and/or vessel characteristics under a certain classification or flag, but Lloyd’s Register - Fairplay is the only comprehensive all-in-one shipping database of research, including descriptions and images, on commercial vessels and ports worldwide. The Maritime Administration (MARAD) under the Department of Transportation maintains a current list of only U.S. Flag vessels, while the United States Coast Guard maintains a web-based database of U.S. flag vessels and foreign vessels operating in U.S. waters. Apart from Lloyd’s Register - Fairplay, market research does not reveal any company, government agency, or organization that provides a web-based research service with up-to-date, detailed descriptions of U.S. and foreign flag ships, ports, and shipping distances. NOTE: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by Military Sealift Command.
