Description
OFFADD: AFNIC/ENSC, 203 W. Losey St, Rm. 2000, Scott AFB IL 62225 SUBJECT: REQUEST FOR INFORMATION DESC: This announcement constitutes a Request for Information (RFI) synopsis. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the government. The government is currently conducting a market survey and analysis of government-off-the-shelf and commercial off-the-shelf products that can meet the requirements for the Mobile Executive Fly-Away Kit. Air Force leaders in executive positions need to stay in regular contact over the Non-Classified Internet Protocol Routed Network (NIPRNet) and secure Secure Internet Protocol Routed Network (SIPRNet) while travelling. To meet the need to send and receive email and view standard Microsoft (MS) Office applications, e.g., Word, PowerPoint, and Excel, the US Air Force needs a capability to provide a secure means of checking and exchanging classified email, without the burden of carrying and protecting classified data while travelling. Product submissions should attempt to provide the following capabilities: 1) Ability to connect through an Internet Service Provider (ISP) or hotel LAN (wired or wireless) connection 2) Ability to type-1 encrypt all traffic and connect to SIPRNet KG250 or KG175 encryption device at the distant end 3) Kit must be unclassified when turned off [user may need to carry Cryptographic Ignition Key (CIK) separately or use PIN code for crypto] 4) Kit must not store or retain any residual classified data when turned off 5) Kit should include a computing device, preferably a laptop or notebook with full screen 1024x768 resolution 6) Ability to check SIPRNet email and view MS Office attachments, e.g., Word, PowerPoint, Excel 7) Kit should include the drive used for the operating system and software. (Currently, the use of thumb drives or other flash media is prohibited on DoD networks) 8) Ability to acknowledge Internet acceptance agreements and input service usage passwords (such as those found in hotels). 9) FIPS 140-2 compliant 10) Contained in single, airline carry-on-sized, lockable case 11) Expected to operate in moderate climates (hotels, office buildings) 12) Power - 110/220 VAC, surge protector included in kit 13) Ability to be certified and accredited through the Defense Information Assurance Certification and Accreditation Program (DIACAP) At a minimum, a vendor's RFI submission should answer the following questions: 1. Does the solution meet the requirements "as is" or is specific development required? 2. Does the proposed capability/concept rely on any proprietary standards to meet any of the requirements? 3. How does the vendor deal with out-of-cycle requirements processing? 4. What is the timeline of completion, to include any development or deployment issues? 5. Does the vendor offer administrative/user support capabilities? 6. What are the expected cost breakdowns,e.g., development, per item costs, licenses, support Vendors responding to this RFI who currently can make solutions available to the US Air Force are requested to provide a description of capabilities NLT 30 days from publication of this notice. Potential vendors may express interest, make comments, and ask questions via electronic mail or telephone to the Air Force Network Integration Center, Computer and Applications Assessments Branch at afnic.ensc@us.af.mil, (618) 229-6002. Vendors that meet US Air Force requirements will be allowed to schedule a demonstration, at no cost to the government, to highlight their solution's capabilities and provide concepts for US Air Force review. All comments and questions must be in writing and must identify the company source, contact person(s), e-mail address, and telephone number.
