CONTRACTING ACTIVITY: Department of Veterans Affairs, Consolidated Contracting Activity-VISN 21. 2. DESCRIPTION OF ACTION: Purchase Request 612-09-4-155-4410 was received on August 19, 2009. VA Northern California Health Care System (VANCHCS) needs sterilization and disinfection supplies. Consolidated Contracting Activity, VISN 21, in McClellan, CA will procure these requirements. 3. AUTHORITY CITED FAR 6.302-1(c) 41 U.S.C. 253 (c) (1) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." 5. REASON FOR AUTHORITY CITED: Most lenses have the name of someone attached to them to describe the style or lens. For example, a lens that is an Abraham lens, describes a particular style of capsulotomy lens. A Posner lens describes a certain type of lens and handle. Currently, the VA has the listed lenses in the eye clinic. In order to implement the new VACO cleaning/disinfection policy, the VA must have the same type of lenses. 6. DESCRIPTION OF EFFORTS:Combination Synopsis/Solicitation is publicized as required by FAR 5.2. 7. FAIR AND REASONABLE COST DETERMINATION: I, the contracting officer, hereby determine that the anticipated cost to the Government will be fair and reasonable. 8. MARKET RESEARCH: Research was conducted on the GSA website in accordance with FAR 10. 9. OTHER FACTORS: There would be no cost benefit from deviating from the lenses currently being used throughout at VANCHCS. In addition, continued use of this type of lense will allow for standardized training and use for all clinical and technical staff. 10. LISTING OF SOURCES: Optics, Inc., Lombart Insturment, Universal Ophthalmic Instruments, and Aria Medical Equipment have all expressed interest in this acquisition 11. STATEMENT OF ACTIONS: When the VANCHCS switches to a different type of lens, other options will be considered 12.
