This is a Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2006-36. This is an unrestricted acquisition. The North American Industry Classification Code (NAICS) assigned to this acquisition is 532420. The small business size standard for this NAICS code is $25,000,000. The Document Production and Production Service (DAPS) intends to procure short term leases for copiers and maintenance service for DAPS customers located in Japan. The United States Government intends to award the contract to the lowest priced technically acceptable responsible offeror in accordance with FAR 52.212-2. Contractor shall provide 40 color networked multifunction devices. Devices shall be network capable, have copy, fax, print, and scan capabilities in accordance with the statement of work. All copies shall be included as part of the Firm Fixed Price monthly amount. Selected Technical Requirements •Color copiers with oCopy, oFax, oPrint, and oScan capabilities •Expected monthly volume of up to 15,000 copies •Firm fixed price to include all consumable supplies with the exception of paper. •Firm fixed price to include all copies. •Minimum of 25 copies per minute •Minimum of 600 DPI •Collating and stapling capability •Section 508 compliant •HIPAA compliant •DISA SPAN capable •IPv4, IPv6, or hybrid IPv4 & IPv6 •NIAP validation •DIACAP accredited See Attachment A for further details. FOB Destination addresses are provided on the delivery schedule (Attachment B). Delivery points of contact are also specified on Attachment B. Delivery shall be December 1, 2009. The FAR provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and no other addenda apply other than the submission instructions below. The FAR provision at 52.212-2, Evaluation -- Commercial Items applies. The Government intends to award to the lowest price-technically acceptable quote from a responsible offeror. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The FAR clause at 52.212-5, (Alternate I)Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. L. 108-77, 108-78). 52.223-15, Energy Efficiency in Energy-Consuming Products (Dec 2007) (42 U.S.C. 8259b). 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (Oct. 2003)(31 U.S.C. 3332). DFARS 252.227-7015, Technical Data--Commercial Items (NOV 1995) (10 U.S.C. 2320). DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (MAR 2008) (10 U.S.C. 2227). The FAR clause at 52.225-14, Inconsistency Between English Version and Translation of Contract (Feb 2000) is applicable. This acquisition is not Defense Priorities and Allocations System (DPAS) rated. In accordance with FAR 52.212-1(b) the vendor shall submit their quote on company letterhead or other document of vendor’s choosing. The quote shall contain the following information: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Unit price per month, and any discount terms; (7) “Remit to” address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments (if any); (10) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Quotes are due October 13, 2009 at 7:00AM local (11:00 UTC/GMT) to the Contract Specialist listed below via e-mail or express mail. The United States Government is not responsible for delays in the transmission method.
