- Justification and Approval This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5593, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 336618 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA. intends to award a Sole Source firm fixed price purchase order to FairBanks Morse Engine or Motor Services Hugo Stamp for the following services: The requested period of performance for the above service is 29 November, 2009 to 4 December, 2009. 1.0ABSTRACT 1.1Provide services of a COLTEC Main Engine Technical Representative intimately familiar with Colt-Pielstick, PC 4.2V 570 Representative to inspect and test functions/components of the Port and Stbd Main Propulsion Engines as required during the USNS PATUXENT SMART Inspection, to include underway sea trial portion of 1 Day. 2.0REFERENCES/ENCLOSURES 2.1References: 2.1.1NAVSEA Tech. Manual No. T9233-AM-MMC-010, Colt-Pielstick Main Propulsion Diesel Engine, Operation Instructions and Maintenance Procedures. (available aboard vessel) 2.2Enclosures: 3.0ITEM LOCATION/DESCRIPTION/QUANTITY 3.1Location/Quantity: 3.1.1Location: Engine Room, 4-60-0. 3.1.2Quantity: Two (2) main propulsion diesel engines and associated components to be dealt with. 3.2Description/Manufacturer’s Data: 3.2.1Description:Colt-Pielstick 10 Cylinder Model: PC 4.2V 570 3.2.2Manuf. Data:Colt Industries Fairbanks Morse Engine Division Beloit, Wisconsin 53511 4.0GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1All consumable material, parts and main engine special tools as needed. 5.0NOTES 5.1MSC Info: VR09-072. 5.2Location of Vessel; Norfolk Naval Base, Pier TBD 5.3 Point of contact; Brendan Donovan, 757-439-5292 6.0QUALITY ASSURANCE REQUIREMENTS 6.1All work performed shall be to the satisfaction of the attending SMART Inspector, MSC Port Engineer, and Chief Engineer and shall be in accordance with reference 2.1.1. 7.0STATEMENT OF WORK REQUIRED 7.1Provide COLTEC Main Engine Technical Representative intimately familiar with Colt-Pielstick, PC 4.2V 570 to assist crew, inspect and test functions/components of the Port and Stbd Main Propulsion Engines as required during the USNS PATUXENT SMART Inspection. 7.1.1Work will consist of testing of the overspeeds, open and inspect of the No.1 cylinders, inspection of the crank, crank bearing, pistons, piston pins cylinder heads and head components. 7.1.1.1Authorized Technical Field Service Representative will be required for one (1) ten (10) hour shift per day, for six (6) days beginning 29 November through 4 December 2009, beginning at 0730 each day. 7.1.1.2Time is to include one (1) day of sea trials currently schedule for 2 December 2009. Underway at approximately 0600 and returning at approximately 1900. 8.0GENERAL REQUIREMENTS 8.1None additional. The Government reserves the right to request evidence of appropriate insurance, including Longshoreman's and Harbor Workers' Compensation Act (LHWCA) coverage required to perform work on or near ships. All policies shall contain an endorsement stating that any cancellation or material change in the coverage adversely affecting the Government's interest shall not be effective unless the Contractor provides written notice of the same to the Contracting Officer.
