- SOLE SOURCE JUSTIFICATION UNO-CHART has provided technical assistance to FEMA Region VI to address the issues of repetitive loss structures insured by the National Flood Insurance Program (NFIP). The purpose of this work is to maintain/accessibility of repetitive loss structure records to State and local governments for their use in prioritizing future mitigation projects. This work began in the State of Louisiana and was extended to the State of Texas. UNO-CHART, with the assistance of The Solutient Corporation, has provided the following assistance: analyses of existing repetitive loss data, continued development of a portfolio database of repetitive loss properties, continued development and maintenance of a web interface, including a GIS component, allowing access at a local level, assistance to local communities and repetitive loss homeowners regarding the identification of potential mitigation measures, and system documentation and training related to the web interface. At this time, it is the intent to continue this vital initiative. The project team has successfully completed an "area analysis" outreach project for the City of La Porte; another analysis is underway for unincorporated Guadeloupe County. In addition, the web interface for Texas is complete allowing local access to repetitive loss data and map viewers for Jefferson and Harrison Counties are complete. Under this contract, the project team will perform the following new tasks: continued maintenance and updating of the Texas repetitive loss data and web portal, two additional area analyses, and the development of a repetitive loss guidebook for local officials.
