- RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: The work is for the Enhanced Geothermal Technologies Program for (Rev 0, estimated at $564,600) base technologies and tools for supercritical reservoirs to design, develop, and field test highly integrated, high temperature data loggers using silicon on insulator and silicon carbide technologies; (Rev 1, estimated at $588,600) technology development and field trials of drilling systems including development of a drilling system based upon pneumatic down the hole hammer bits and polycrystalline diamond compact bits, and; (Rev 2, estimated at $471,000) testing of supercritical working fluids in a pilot-scale Brayton cycle and evaluate the performance of the working fluids and their effect on geothermal turbines. The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of Work Authorizations is pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and extent of the scientific instrumentation to be upgraded is uncertain. Sandia was selected by the Department of Energy to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter and the prime contract statement of work, paragraph 3.3, “Energy Efficiency and Renewal Energy” that allows for this type of work. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. NOTE: This action is Modification no. A357 that recognizes Work Authorization no. GT-100003-20685-09, Rev 0, 1 and 2 issued under M&O Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
