- RECOVERY This project is funded by the American Recovery and reinvestment Act of 2009 (ARRA) and is subject to the requirements of the act. Solicitation will be posted at fedbizopps.gov on or about 14 Oct 2009. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov. The Plumas National Forest has a need for improvements at the Cottonwood Springs Campground, Beckwourth Ranger District. These improvements include a new potable water distribution system, toilet and shower facilities, and connections to the existing potable water and waste water systems. Project includes approximately 5000 linear feet of main distribution line, approximately 1800 linear feet of secondary lines, approximately 18 accessible hydrants, electrical control system, connections to existing potable water storage and wastewater handling systems, furnishing and/or construction of accessible toilet and shower facilities, and demolition and disposal of exiting utilities, facilities and structures. 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) under the authority of PL 108-183 Veterans Benefits Act of 2003, Section 308. This is a Design/Build project and is prepared in accordance with the requirements set forth in FAR 36 and as authorized by section 4105 of the Clinger-Cohen Act and is supplemented with additional information included in the solicitation. The Design-Build process has two distinct phases. The solicitation incorporates both phases. Phase I is the pre-qualification process, where the Government will select up to THREE contractors on the basis of their qualifications and preliminary proposal(s). ONLY the selected contractors will then qualify for the Phase II process. In Phase II of the procurement procedure Contractors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award will be qualifications, past experience, technical quality, price and other salient factors considered to be the best value to the Government. Contractors are urged and expected to attend a site visit which will be held on October 20, 2009 at 10 am (PDT) at the Beckwourth District Office, 23 Mohawk Road in Blairsden, CA. An information conference will be held first, followed immediately by the drive out to the site (approx. 45 minutes) and the site walk.
