- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a firm fixed price contract for Motorola brand radios utilizing procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. Naval Amphibious Base (NAB) Little Creek Security Department requires the following model and quantities of Motorola brand radios: XTS5000 Model II (14 each) and XTL5000 Mobile (6 each). Specific features required shall be indicated in the request for quotation (RFQ). The items must be Motorola brand. The radios required must be compatible with those used by the City of Virginia Beach and there are no substitutes or alternate radios that will meet the City of Virginia Beach's communications requirements. Delivery is required approximately thirty days after contract award. The anticipated award date is on or about 16 October 2009. The requirement will be solicited using full and open competitive procedures. The NAICS code applicable to this procurement is 423620. The size standard is 100 employees. The RFQ, any documents related to this procurement, and all amendments issued will be in electronic form. THE RFQ IS NOT YET AVAILABLE. Once available, the RFQ will be posted to this site (Navy Electronic Commerce Online or NECO). The RFQ will be available on or about 05 October 2009. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your quotation. All responsible sources may submit a quote which shall be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from the RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
