Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Veeco Metrology, 112 Robin Hill Rd, Santa Barbara CA 93117 for the acquisition of an upgrade for an existing Nanoscope III AtomicForce Microscope (AFM). Veeco Metrology will provide all of the hardware and software needed to upgrade the existing Nanoscope III controller to a NanoScope V control station as well as retrofitting the existing AFM head; replace existing scanners with a 125 x 125 micron and 10 micron x 10 micron liquid resistant scanners; provide a new cantilever holder for operation in contact mode, tapping mode, and force modulation in liquids; provide temperature control capability for operation on samples in air or in liquids and provide complete installation and training. The EPA has identified Veeco Metrology as the only vendor capable of satisfying this requirement. Veeco Metrology is the manufacturer of the existing Nanoscope III Atomic Force Microscope and the only source capable of providing this upgrade. In order to ensure data compatibility and accuracy, the circumstance permitting "Other than full and open competition" is FAR 6.302 1 (b) only one source and no other supplies or services will satisfy agency requirements. The intent of this notice is to determine if any other source(s)exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
