- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to issue multiple purchase orders, Blanket Purchase Agreements (BPA) and/or Indefinite Delivery Indefinite Quantity (IDIQ) type contracts with Rosemont Aerospace Inc. This class synopsis will cover multiple purchase orders issued for one year to include line items for repairs, spares, modifications, upgrades, depot lay-ins in direct support of the C-130J and derivative Type Model Series (T/M/S) aircraft. Part numbers to include but are not limited to the following: P/N Nomenclature Est. Qty. FY10 0861GJ AOA Transmitter 6 Each 0871HM3 Ice Detector 16 Each 1221AT1 Pressure Transducer 6 Each 1221AU1 Signal Conditioner Amplifier 9 Each E37076-1 Pitot Monitor 2 Each Procurements under this class synopsis will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for restricting competition is the proprietary information of Rosemont Aerospace Inc. and the duplicative cost to the Government to utilize another source to satisfy the Government's requirements. The Government does not possess the Level III drawing package, specifications, test procedures, and test benches to allow for full and open competition. The repairs/procurements are unique to the C-130J and derivative Type Model Series (T/M/S) aircraft and must integrate precisely with existing equipment in terms of form, fit, function, and compatibility. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-10-T-0004 http://www.crane.navy.mil/acquisition/synopcom.htm is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
