- NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) for Acquisition andBusiness Support Services (ABSS) on or about October 6, 2009, to seek industry commentsfor a competitive solicitation for ABSS services for George C. Marshall Space FlightCenter (MSFC) and the Michoud Assembly Facility (MAF).It is anticipated that anindustry briefing will be conducted on or about October 8, 2009, from 1:30 p.m. to 3:00p.m. at MSFC in Huntsville, Alabama. A site tour is not planned. Draft RFP Clause L.13,INDUSTRY BRIEFING, contains information regarding the industry briefing. After theindustry briefing and a comment period, a Final RFP (FRFP) will be issued. This requirement is a follow-on to contract NNM05AB31C, with Digital Fusion Solutions,Inc. The Government contemplates a Firm-Fixed Price IDIQ with Task Orders type contract. The period of performance may be up to 5 years. It is anticipated that the base periodof performance will be from May 1, 2010 through April 30, 2011, with four additionalone-year option periods. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This procurement is a total small business set-aside. See Note 1.The NAICS Code and Size Standard are 561210 and $35.5M, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the Final RFP (FRFP) is on or about October 20, 2009,with an anticipated offer due date of on or about November 20, 2009. An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/MSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
