- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT. The US Forest Service, EROC-NW, servicing Region 6, has a requirement to reduce hazardous fuels for the LaGrande Ranger District through the pre and post fire season and for prescribed burns. This work involves an estimated 8 days of hand crew, 40 days for Type 6X engine and 18 days of optional crew members. Services require a Fuels crew at the front end and back end of fire season to provide burn unit preparation, slashing, ignition, holding, mop-up and patrol. Contractor(s) shall supervise and direct the work of the crew(s) at all times. During the performance period of September 15 through November 30 and March 1 through May 15 under the resultant contract, the awardees’ personnel and equipment shall be available to assist in prescribed burning. A negotiated firm fixed price contract will be issued requiring both a price and technical proposal. Contractors will be evaluated on experience, capability / equipment to perform the work, and price. This request for quote, commercial item solicitation may or may not be awarded to multiple vendors or by line item, (vendors may quote on all items, both crew bid items, or the engine only). Award will be made to the offeror/s whose proposal offers the best value to the government. This acquisition is 100% total small business set aside. This solicitation will be available on or about 13 October 2010 and should be awarded no later than 30 October 2009. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Quote package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
