- COMBINED SYNOPSIS/SOLICITATION Brand Name or Equal to Sunpower Cryotel GT Cryocooler (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation(RFQ). Submit written quotes on RFQ Number NRMJ3000-10-00001DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. (IV) This procurement is a total small business set-aside.The associated NAICS code is 334516. The small business size standard is 500. (V) This combined solicitation/synopsis is for the purchase of the following commercial items: CLIN NO. 0001 - Brand Name or Equal to Sunpower Cryotel-GRT Cryocooler, Part #100490, Quantity 1 each, including the following: Brand Name or Equal to Sunpower Removable Cooling Fins, Part #100615, Quantity 1 each Brand Name or Equal to Sunpower Removable NW50 Flange, Part #100294, Quantity 1 each Brand Name or Equal to Sunpower Fan & shroud assembly, 48V, Part #100636, Quantity 1 each (VI) Description of requirements is as follows: A mechanical cryorefrigerator (cryocooler) is required to replace liquid nitrogen in an instrument which measures trace amounts of volatile organic compounds in ambient air samples. The cooler must meet the following salient characteristics: a) Unit must be able to supply a minimum of 20 watts of cooling power at - 150 degrees C (123K) at the cold finger to the heat load. b) Operation on 120 volts AC or DC operation with 120 volt AC power supply. c) Air cooled operation with a cowling to move heat away from cold finger in an operations environment which may reach 27 degrees C (80F) - water cooled operation not acceptable. d) Must be capable of mating to a vacuum system with an NW50 or compatible vacuum flange. e) Cold finger must extend beyond the o-ring seat of the vacuum flange no less the 2 inches (5 cm) and no more than 4 inches (10 cm). f) Cold finger must have tapped hole/holes to allow mechanical connection to the heat load. g) This unit is a subassembly of a larger system. Smallest size and weight of the cryocooler meeting the above requirements will help maintain the manageable size/weight of the final systems. Units over 25 lb (11 kg) will be considered unacceptable. h) Unit must be warranted for at least 1 year and have documented tests of reliable operation for at least 100,000 hours of continuous operation. (VII) Required delivery 4 weeks ARO. Place of delivery is 325 Broadway, Bldg.22, Boulder, CO 80305-3328. Delivery shall be FOB Destination. Payment Terms are Net-30. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation -- Commercial Items (June 1999), applies to this acquisition. a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and price alone on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Aug 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision.
