- NASA Goddard Space Flight Center (GSFC) is hereby soliciting information aboutpotential sources for services to support research and development efforts for theLaboratory for Atmospheres Science (LAS) in the Earth Science Division. The Laboratoryfor Atmospheres advances understanding of the atmospheres of Earth and other planets.Laboratory scientists conduct research in atmospheric science from the vantage point ofspace observations and related computer modeling. They also play an active role indeveloping and calibrating new instruments for space missions and field observingcampaigns. The services required are support services which range from instrumentdevelopment to administrative support.The services will primarily support Code 613 butis also utilized by other codes in the Earth Science Division. Support services for this effort includes but are not limited to 1) instrumentdevelopment and operation which includes the development, calibration, testing, operationand maintenance of two general class of instruments, 2) analysis of instrumentalmeasurements which is to provide analysis and archiving of measurements taken frominstruments onboard orbital spacecraft; 3) analysis of spaceborne atmospheric soundingand wind observations, 4) Land Surface modeling and data assimilation; 5) Computermodeling and analysis which is the update of computer codes for models and dataanalysis; 6) weather and climate research and studies; 7) validations of land dataassimilations, and 8) maintenance of a library of atmospheric and solar data computerrecords. No solicitation exists; therefore, offerors are asked not to request a copy of thesolicitation. If a solicitation is released, it will be synopsized in the FedBizOpps andon the NASA Acquisition Internet Service (NAIS). It is the potential offerorsresponsibility to monitor these sites for the release of any solicitation or synopsis.Interested offerors/vendors having the required capabilities to meet the aboverequirements should submit a capability statement of 10 pages or less indicating theirability to perform all aspects of the effort described herein.Responses to this RFI shall include the following: Name and address of the firm, size ofbusiness, average annual revenue for the past 5 years and number of employees; ownership;whether they are a small, small disadvantaged, 8(a), Hub Zone, and/or woman-owned; numberof years in business; affiliate information: parent company, joint venture partners,potential teaming partners, prime contractor (if potential subcontractor) orsubcontractors (if potential prime contractor); list of customers covering the past fiveyears (highlight relevant work performed, contract numbers, contract type, dollar valueof each procurement; and point of contact-address and phone number.)Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This RFI is for information and planning purposes and to allow industry the opportunityto verify reasonableness and feasibility of the requirement, as well as promotecompetition. It is not to be construed as a commitment by the Government nor will theGovernment pay for information solicited. Respondents will not be notified of theresults of the evaluation. Respondents deemed fully qualified will be considered in anyresultant solicitation for this requirement.This RFI is for information and planning purposes andProspective offerors are invitedto submit written comments or questions to: S.
