- In accordance with FAR Part 5.203, the Social Security Administration is publishing this pre-solicitation synopsis notifying interested parties of its intent to release an RFP for the development of a new common Disability Case Processing System (DCPS). SSA is responsible for administering a variety of national social insurance programs, social welfare programs, and for providing operational systems for those programs within SSA as well as to other Federal and State agencies. The new common DCPS will support SSA's disability workload which consumes over half of SSA's operational work years and is the most complex component of its programs. Disability applications are filed by the public via the internet, by phone, or in person at one of the agency's local field offices. The field office determines basic technical eligibility requirements. Thereafter, if the basic eligibly requirements are met, the field office routes the claim to a disability determination case processing site (DDS's), which could be a state or federal component. The DDS's is responsible for the medical determination for the disability. In the event of a denial of the disability, the public has the right to file for reconsiderations and appeals of unfavorable decisions. The reconsiderations are processed at the state DDS's and appeals are processed federally by a SSA hearing office. There are 54 state and federal disability determination case processing sites located throughout the United States and its territories. The system environments consist of locally administered and maintained legacy software and associated hardware. These systems are primarily derivatives of five core systems, which have been built over time by various organizations, and have been significantly customized to meet local management needs. The purpose of the solicitation will be to replace the five disability determination case processing systems into a single system. The proposed new Disability Case Processing System will be implemented using Service Oriented Architecture (SOA) principles and methods, and will incorporate services, which will be available for use Enterprise wide. The new system needs to be flexible so that changes to policy, procedures, or law can be accommodated quickly and effortlessly. The new system is also expected to integrate seamlessly with existing software applications in use by the State DDS's and other agency components as well as access historical data where and when necessary. Further, it must also comply with the SSA'S enterprise architecture and database standards and strategy. SSA anticipates an award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Labor Hour type contract. The period of performance shall be for one base year and five-one year options. Work under this proposed contract will be performed through the issuance of firm fixed price or labor hour type task orders, with fixed hourly rates based on the labor categories in the contract. The upcoming solicitation will also include two (2) proposed Task Orders which offerors must respond to and may be issued at time of award. A pre-proposal conference is planned approximately ten (10) days after issuance of the RFP to go over the administrative and pricing requirements, and an overview of SSA's architecture and technical requirements. A separate notice will be published in fedbizops to schedule the exact date, time and place. Request for Proposal (RFP) Number SSA-RFP-10-1013 will be released on or about 15 days after publication of this notice, on the Federal Procurement website at www.fbo.gov. Vendors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential vendors are responsible for downloading copies of the solicitation and amendments (if any). Please note, THIS IS NOT A REQUEST FOR PROPOSAL (RFP).
