Description
NASA/JSC plans to issue a sole-source modification for a 3-month extension with anoption for an additional 3 months to the current Cargo Mission Contract (CMC),NNJ04AA03C, with Lockheed Martin. The contract currently ends September 30, 2010, andprovides Cargo Mission Support Services to the International Space Station Program. Under this contract, the contractor will continue performing Pressurized andUnpressurized Cargo/Carrier Integration in support of launch integration, groundprocessing, on-orbit operations analysis, and cargo return as required by the Statementof Work (SOW).These tasks include management, planning, mission support, physicalprocessing, and analytical integration which are required for safely delivering andreturning external cargo to the International Space Station (ISS). Other tasks includeSustaining Engineering, Decals, Placards and Graphics, Automated Transfer Vehicle (ATV)cargo integration for NASA pre-packs, and Orbiter Stowage Integration in support of theISS. The government is planning a follow-on contract with full and open competitionwhich will commence on or about January 1, 2011. This contract extension will allow forthe safe flyout of the Shuttle Program under the existing contract to avoid disruption ofthe contractors highly specialized cargo mission support services to the ISS and ShuttlePrograms through March 31, 2011. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
