Description
DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) CONTRACTOR: PHILIPS MEDICAL SYSTEMS CMS 1. Agency and Contracting Activity Identification: The VA Long Beach Network 22 Logistics Office, 5901 E. 7th Street, Long Beach, California, as directed by the VA San Diego Healthcare System (VASDHS) will enter into a Delivery Order that requires justification for limited source competition. 2. Nature of Acquisition Being Approved: Purchase of Physiological Monitoring Systems 3. Description of Requirement: The Contractor is to provide new and upgraded Telemetry and additional wireless monitoring capabilities throughout VASDHS. The Physiological monitoring systems for patients throughout the facility is essential to monitoring patient care and must be provided with continuity of care as the utmost motivation for this procurement. This procurement has both a GSA purchase and an open market purchase component. The estimated open market amount is $527,614.94. 4. Statutory Authority Permitting Other Than Full and Open Competition: The requirements are being procured under the authority of 41 U.S.C. (c) (1), FAR Part 6.302-1(a). The proposed contractor is the only company that can fulfill the requirements set forth by the VA San Diego Healthcare System. VASDHS currently utilizes Philips Medical monitoring system. A significant benefit to patient care shall be realized due to compatibility and commonality of operating systems and patient connections. Supplementary brands would not be able to interface with the complex infrastructure networked throughout the facility since all companies on FSS contracts have proprietary information on their respective systems. 5. The Nature of the Acquisition Requires Use of the Authority Cited: The items on quote # 2300072377 are to upgrade and enhance an existing Philips telemetry monitoring system at the VA in San Diego. The system enhancements include wireless monitors with Microstream CO2 capability for sleep apnea patients, device location so that a rapid response team can be dispatched to the proper location in a code situation, and the ability to change the level of monitoring to the needs and acuity of the patient regardless of their location by bringing the appropriate monitor to the patient room instead of having to relocate the patient also know as acuity adaptable style monitoring. This is all done via a proprietary 1.4GHz wireless network. Many of the items on the quote are exclusively manufactured by or for Philips for our monitoring systems and they are items 10-30 and 50-110. Other items are upgrade kits to existing Philips monitors and central information centers which are also exclusive to Philips and are items 40, and 120-140. Items 150-230 are manufactured by other companies but then uniquely configured and modified by our factory to the system specifications necessary to work with Philips proprietary network. Items 240 and 250 are for clinical training of the VA staff on how to use the Philips system and are provided by their education team on site at the VA both before installation and during the go-live of the equipment. The current monitoring equipment is networked through dual database servers with Philips Medical. This procurement is to purchase new and upgraded software and hardware of telemetry and additional wireless monitoring devices throughout high DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICE JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) CONTRACTOR: PHILIPS MEDICAL SYSTEMS CMS acuity patient departments. The proposed Philips quote is for the upgrade and expansion of the existing Philips Telemetry system currently in use at the VA Medical Center-La Jolla. This proposal consists of upgrading the existing Philips proprietary network components which includes the Philips Telemetry system, Philips Central Stations, and the Philips Data Base Servers to the latest SW revisions. Departments are centrally connected via a Philips proprietary Data Base Server(s) via a Philips proprietary network connecting the ED, DOU, PACU, and ICU which all have Philips monitoring systems. This common centralized Philips connection allows for the transfer of patient data, 96hour full disclosure, ADT functionality (Admit, Discharge, & Transfer), and overview of any patient on the network from any other location on the network, and full communication between all these departments and systems. The upgraded Telemetry system is utilized on three wards throughout the medical center but is required to communicate with the departments using existing Philips monitoring equipment via the Data Base Server(s). All components of the Philips network, existing and proposed upgraded, require the use of Philips proprietary software and customized firmware. Seamless, secure, reliable and facile transfer of patient physiological data between geographically remote parts of the medical center is essential to providing outstanding patient care. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. A notice will be publicized/synopsized for this procurement in accordance with FAR Part 5. 7. Anticipated Cost: The anticipated cost is fair and reasonable to the government based on the using service estimate and past prices paid for similar services. Estimated cost is $527,614.94. 8. Results of Market Survey: Market research was conducted to identify current FSS contractors with the ability to meet the Government's requirements. Market research was also conducted to identify specific factors of this type of procurement utilizing the internet and phone conversations with all FSS contractors and technical experts. There are several FSS contract holders with the ability to provide VASDHS with monitoring systems however, due to the specific requirements that VASDHS encompasses only one specific company has the capabilities of providing the Government's needs. The current monitoring equipment is networked through dual database servers with Philips Medical. This procurement is to purchase new and upgraded software and hardware of telemetry and additional wireless monitoring devices throughout high acuity patient departments. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: Full and open competition was not utilized for this contract due to the reasons stated in number 5 above. 10. Any Other Interested Sources? There are no other sources that have expressed an interest to date.
