NAICS Code: 541620 Questions and Answers for RFQ-DC-09-00298Atmospheric Mercury Monitoring Services Question 1. Will there be any future RFPs with associated funds for start-up and operation of new monitoring sites? Answer 1: No plans at this time for any future RFQs and/or RFPs. Question 2. Can state agencies participate on this current acquisition? Answer 2: Yes Question 3. What is the time period for the Mercury monitoring services? Answer 3: The time period is estimated to be one year from date of award is approximate. Award is anticipated before the end of December 2009. Question 4. Pricing Regarding the Period of Performance: Answer 4: Interested parties are required to price out all years (Base and Option Years). Utilizing a spreadsheet type document in word format is acceptable. Question 5. Are there any minimums or maximums for the quotes to be provided for the services? Answer 5: There are no minimums or maximums for this acquisition. However, the Government is estimating services at five sites (not guaranteed). Question 6. Standard Form 18 is not a mandatory. Answer 6: Although Standard Form 18 is not a mandatory requirement; all submitted quotes must include the participant's mailing address, remittance address, duns number, tax I.D. business size status (large, small, woman owned, etc). Also, participants are reminded that they must be registered in the Central Contractor Registry at https://www.bpn.gov/ccr Question 7. Statement of Work, paragraph 4, 1st sentence says: "EPA envisions awarding contracts for monitoring services at up to five existing monitoring sites to operate Tekran mercury speciation systems as part of NADP. Also, Technical Evaluation Factors, paragraph 1, 2nd sentence says: "The Government may award up to five (5) individual contract awards to responsive, responsible firms whose proposal is the most advantageous to the Government. Also, Technical Evaluation Factors, Price Evaluation, does not specify the number of sites to be priced.Does this information mean that contractors are limited to pricing a maximum of 5 existing monitoring sites in their proposal? If yes, may a contractor submit more than one proposal and be awarded more than one contract if that contractor can demonstrate that more than 5 existing monitoring sites meet the mercury monitoring goals of item 4 in the Technical Evaluation Factors? Alternatively, in a single proposal may a contractor submit prices for as many existing monitoring sites as can be demonstrated meet the mercury monitoring goals of item 4 in the Technical Evaluation Factors? Answer 7: The Government will make an award to one contractor per available site. No contractor will be awarded more than one site under this acquisition. Question 8. Extension to the RFQ due date for receipt of quotes: Answer 8: None will be granted - the due date for receipt of quotes remains October 13, 2009. Question 9. Confidential information requested from previous or current contractor sources. Answer 9: Confidential information provided from previously received or current potential RFQ sources will not be provided in order to protect the integrity of the acquisition process. Question 10. Start date of awarded services. Answer 10: Services will start within 30 days of notice of award, therefore the site has a maximum of 30 days to begin operation upon award of a contract. Question 11. Notice regarding Performance Evaluation. Answer 11: New potential monitoring site/contractors are not precluded from applying to this RFQ due to a lack of long-term monitoring record; presence of a long-term record is one of many technical evaluation factors up for consideration of award. All other terms and conditions of the RFQ remains unchanged.
