Attachments PBGC Trust Accounting and Actuarial Acctg Interface RFI_FINAL To Commercial Off the Shelf Vendors, System Integrators and IT Service Providers: Background: The Pension Benefit Guarantee Corporation's (PBGC) is conducting market research to determine how PBGC can most efficiently implement an investment portfolio management and actuarial accounting interface (trust fund management). Integral to PBGC's IT governance practices, PBGC conducts Architecture and Investment Planning activities prior to implementing IT solutions. This investment planning analysis supports the replacement of multiple feeder systems to PBGC's general ledger, the Core Financial System (CFS). These feeder systems perform two critical activities in the management of PBGC's Trust Fund: 1) Investment Portfolio Management Accounting System (currently using PAM Securities), and 2) the compilation of Actuarial Accounting Interface(s) for financial statement reporting. Data from this Request for Information (RFI) and PBGC's enterprise architecture analysis will be used for investment planning purposes. Increasingly, the PBGC is becoming more reliant on technology as the enabling agent for meeting management's need to streamline underlying financial and administrative processes. The PBGC places a high degree of importance on information technology as a financial investment, and understands the necessity to manage this investment wisely. Scope of Information Request: We are researching a solution to propose the optimal solution and services for replacing PBGC's trust fund management systems. We are requesting COTS Vendors, System Integrators and IT Service Providers (including Banks) to indicate the optimal solution and services for PBGC based on the information provided in attached market research request document. (KPMG, LLP is helping the PBGC with the analysis). In response to this market research and information request, please provide the following: o An updated version of Attachment A to this document. We request that your organization complete this spreadsheet indicating how you plan to satisfy PBGC key requirements. o An updated version of Attachment B to this document outlining a 5-year cost estimate starting October 2010 to include planning, implementation, and post-go-live support. o Identify current clients that utilize your firm's solutions and services, please highlight any clients that may have a similar transaction volume as the PBGC. o Any additional information that you feel will assist PBGC in assessing alternatives for a solution. Please advise if you will be able to provide the information requested and submit any questions to Tracy Soforenko (Soforenko.Tracy@pbgc.gov) and Fiorela Kvalevog (kvalevog.fiorela@pbgc.gov) by 4:00 PM on 10/5/2009 Please further respond with the above requested information by 4:00 PM on 10/16/2009.
