RFQ/FQ9206/NAC, STEP1 ADVANCE NOTICE Date Posted on Internet:October 2, 2009 Date of Invitation:October 7, 2009 Pre-Proposal Conference:October 19, 2009 STEP 1, Proposals Due:November 9, 2009 Project Description:Rehabilitation of Orange/Blue Line from Stadium Armory Station to National Airport Station The Washington Metropolitan Area Transit Authority (The Authority) is seeking the services of a Design Build (DB) contractor to perform various design/build projects; bid build projects; and Job Order Contracting work along WMATA’s Orange Blue Line Metrorail System from Stadium Armory Station in the District Of Columbia to National Airport Station, in Virginia. The Authority will use a two-step Fixed Price, Best Value procurement process to select a Design-Build contractor to deliver the Project. The Request For Qualifications (RFQ) - (ie. RFQ/FQ9206/NAC) is issued as the first step of the procurement process. The Authority will evaluate the Step 1 proposals to determine which proposers are the most highly qualified to successfully deliver the Project. Thereafter, the Authority intends to short-list the four most highly qualified proposers who will be eligible to submit technical and price proposals in response to the Step 2 (ie. RFP/FQ9206/NAC) RFP. Work to be performed includes, but not limited to, traction power, automatic train control, motor control centers and communications upgrades; track fasteners replacement; tunnel lighting replacement; tunnel ventilation and fire standpipe rehabilitation; platform slab/tile replacement; canopy roof replacement; station vaults repair, air conditioning/ventilation equipment rehabilitation and replacement; lighting, public address and closed circuit video camera (CCTV) system upgrades and elevator/escalator rehabilitation. The performance period for the entire contract is approximately 60 months from the issuance of notice to proceed. The estimated cost range is $250 - $280 million. Award will be subjected to the availability of funds. A Pre-Proposal Conference is scheduled to be held at WMATA’s Jackson Graham Bldg. 600 5th Street, NW, Room 306 in Washington, DC. on October 19, at 9:30 am. STEP 1 proposals are due on November 9, 2009. Detail Step 1 solicitation documents (ie. RFQ/FQ9206/NAC) are expected to be available on or about Wednesday October 7, 2009.
