- JOFOC - Justification for Other Than Full and Open Competition - CDC Contract Number 200-2009-32409 AWARD NOTICE Award was made to Olmsted Medical Center to conduct a two year study designed to first collect data and then trend herpes zoster incidence to monitor the impact of the zoster vaccine program. Justification for other than full and open competition was considered due to the fact that Olmsted Medical Center currently posses intellectual property rights to historical records of herpes zoster incidence spanning half a century, which offers unique advantages as a site for conducting population-based research of herpes zoster. More than 92% of its Olmsted County, Minnesota residents have provided authorization to use their individual patient records in medical research. Medical information for ~125,000 residents can therefore be followed across all hospitals, emergency departments, offices and outpatient surgery centers within Olmsted County, with visit-specific diagnostic and procedural information warehoused within an electronic database and linked back to their primary care facility. This forum was established many decades ago by Olmsted Medical Center, and represents a unique and proprietary dataset in which to study herpes zoster trends since 1945. Market research revealed that no other dataset of this kind is currently available. This unique dataset has been used by Olmsted Medical Center employees as the valid basis for over 100 different research papers on a wide variety of primary care illnesses, delivery of health care, and herpes zoster. Recently Olmsted Medical Center published the most comprehensive study of the epidemiology of herpes zoster ever conducted in the US, covering the years 1996 through 2001 (Mayo Clinic Proc. 2007;82:1341-9). This ongoing research and expertise within the Olmsted Medical Center further supports the CDC's decision to contract with this business concern.
