- Extend the solicitation due date. Solicitation Note: Due to system limitations, all future CENTCOM Theater Express correspondence/notices will be advertised in parenthesis as solicitation # (HTC711-09-R-0022). When you search for (HTC711-09-R-0022) you will also bring up the previous "Sources Sought" solicitation #HTC711-09-R-0022. This Sources Sought notice will be listed as cancelled (Jun 25, 2009). The Theater Express requirement is to provide air transportation for time-definite, port-to-port pick-up and delivery, Intransit Visibility (ITV), and customs processing and clearance of 463L palletized and roll-on/roll-off cargo to CENTCOM Forward Operating Base /Forward Operating Locations (FOB/FOL). Offerors must provide all personnel, training, supervision, equipment, Prior Permission Requests (PPRs), Diplomatic Clearances (DIPS), and customs clearances procedures necessary to perform international commercial cargo transportation services as required by the Air Mobility Division (AMD), Combined Air Operations Center (CAOC), and Aerial Port Control Team (APCT). Period of performance is for a one year base period, 1 Oct 09 through 30 Sep 10, with one year option period from 1 Oct 10 through 30 Sep 11. Interested offerors must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit aircraft to the Civil Reserve Air Fleet (CRAF). A preproposal conference is scheduled for 3 Aug 09. More information about the preproposal conference is provided in the attached request for proposal.
