Description

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) Number N00019-08-G-0009 for non-recurring engineering (NRE) for the design development, testing and evaluation (T&E) leading to a reliability improvement for the AN/APS-145 Radar Set Weapons Replaceable Assembly (WRA-30 & 32) Radar Modulator, applicable to the E-2C Hawkeye weapons system. NAVAIR intends to negotiate this order on a sole source basis with Lockheed Martin, Electronics Parkway Bldg 7, MD 3 PO Box, Syracuse NY 13221-4840. Lockheed Martin is the sole designer, developer, systems integrator and original equipment manufacturer (OEM) of the APS-145 system and as such is the only source with the requisite knowledge, experience and technical data necessary to provide the required supplies and services. Without the necessary technical data rights, no other contractor can perform the required effort. See Note 22.
