- TITLE: SECURING THE CITIES SUPPORT MARKET RESEARCH THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. DHS DNDO is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. INTRODUCTION The U.S. Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO), as part of its responsibilities under NSPD-43 and HSPD-14, is developing options and recommendations for strengthening the global nuclear detection architecture against radiological and nuclear (rad/nuc) threats, including those within the maritime domain. Previous DHS/DNDO studies identified several gaps in the maritime pathways architecture for detection of nuclear weapons and radiological materials. Using the Securing the Cities (STC) Initiative as an "early phased deployment" for the Port of New York/New Jersey (NY/NJ), DNDO and regional partners have been developing analytically-based detection architectures specific to that port. Vulnerabilities in the anti-terrorism force protection, "defense-in-depth," for the maritime approaches to New York City (NYC) (with emphasis on Lower Manhattan) require a continued analysis of options designed to encounter, detect, identify, and interdict illicit rad/nuc materials. This systems engineering approach will support the development of a robust, maritime Preventative Rad/Nuc Detection (PRND) capability, to include the planning, organization, equipment, training, exercise, and operational support (POETE/Ops) infrastructure. Additionally, when the NYC effort concludes, the next city that may be selected for the STC effort can use the maritime architecture developed in the NYC area to help guide its efforts to close any maritime PRND gaps that may exist in that city. PURPOSE OF THIS RFI Through this RFI, DNDO is seeking market information to determine the capabilities in meeting STC Maritime program goals. 1. General formatting should include 12 point font, single spaced, single-sided 8.5 x 11 inch paper, with 1-inch margins. All submissions must be made electronically (as described below), and be in either Adobe PDF or Microsoft Word. Supplemental data and brochures are not required or desired. 2. Cover Page (1 page) a. Title b. Organization c. Responders technical and administrative points of contact (names, addresses, phones and fax numbers, and email addresses) 3. Capability Statements (up to 5 pages) a. An overview of your company's management structure. b. A brief synopsis of your company's technical approach. c. A summary of the capability of your company to support this type of effort. d. A synopsis of two PRND related efforts that a business unit in your company performed within the last five years. Any questions should be submitted to the Contract Specialist, Tracy C.
