Description
This is a revised pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price contract. The BOP requires the contractor to provide 1) building maintenance and temporary operation, including all necessary systems and all allied exterior equipment such as unit load centers, tanks, cooling towers, boilers, generators, electrical distribution and utilization equipment, etc. 2) Landscape and exterior systems maintenance, including grass, snow, ice and roads. 3) Security protection monitoring and maintenance. Services will be provided at the newly constructed Federal Correctional Institution (FCI) McDowell, Welch, WV. The Building Maintenance and Temporary Operation shall be provided in a manner consistent with the services noted in the Statement of Work (SOW) and include Contractor "Action Plan" with their proposal describing the following: Each personnel responsibility, job, hours, experience, similar projects, and daily rate. Example copies of all documentation to be used to track daily maintenance activities. The FBOP will have the option to extend or reduce the duration of the time period for any personnel as necessary, also remove, add or replace personnel. All adjustments will be done with a 30-day notice. The period of performance of all three services shall be provided to the FBOP from the time period November 16, 2009 through April 16, 2010. In addition, Option One will be a part of the contract to extend the contract beyond April 16, 2010. The North American Industrial Classification System (NAICS) Code is 561210. The following evaluation factors will be used in evaluating proposals, which are listed in descending order of importance, past performance, technical, and price. All responsible sources may submit an offer which shall be considered by the Agency. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, service disabled veteran-owned small businesses and Faith-Based organizations is encouraged. Faith-Based and Community-Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. This solicitation is unrestricted. This notice is not a Request for Proposals. Interested offerors may request and obtain a solicitation distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of this solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site. Interested parties are responsible for monitoring the web site to ensure they have the most up-to-date information regarding this acquisition. Solicitations will be issued on or about October 9, 2009 with a tentative closing date of November 9, 2009.
