Description
PRESOLICITATION NOTICE FOR MAMMOGRAM SERVICES. The Department of Veterans Affairs, Alexandria VA Medical Center, is soliciting proposals to provide off-site mammogram services for beneficiaries of the Medical Center, 2495 Shreveport Hwy 71, Pineville, LA 71360 for one base year and four one-year option periods. The Contractor shall provide mammogram and mammogram related services, at their facility, in support of the Women's Veteran Health Program, which has a mission to provide comprehensive healthcare to women veterans with special attention given to preventive health. The program provides a holistic approach to women's health and a "one-stop shopping" convenience to the patients. In line with that approach, the commute to the facility providing the mammogram services must be kept to a minimum. The off-site facility must be in the local commuting area and either be currently FDA-certified, State-certified under Mammography Quality Standards Act (MQSA), or VA-certified to perform mammography and will only be able to provide services to authorized VA beneficiaries as long as its certification is maintained. The Government anticipates the award of a Commercial Indefinite Delivery Requirements contract to the successful offeror of this requirement. The acquisition is unrestricted for full and open competition and is procured under FAR Part 13.5 and VAAR 38 U.S.C. 8153. The period of performance is 01 Nov 09 through 30 Sep 10 with (4) option years. All work is to be performed in accordance with the Performance Work Statement. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 622110 with a small business size standard of $34.5M. It is the VA Alexandria policy not to accept offers at prices exceeding the allowable prevailing Medicare rates for this locale. The award will be based on meeting Licensing and Certifications, past performance and experience including patient satisfaction, and adherence to Quality Assurance Standards. All offerors shall be registered with the CCR database at www.ccr.gov to be considered for an award. This requirement is subject to the availability of funds. The Solicitation should be available on or before 08 Oct 09 at www.fedbizops.gov with proposals due on 21 Oct 09. Any amendments issued to this solicitation will also be available at the URL address and offerors are responsible for obtaining any/all amendments issued.
