- The U. S. Coast Guard intends to award a performance based logistics (PBL) contract to the orginial equipment manaufacture (OEM) for logistics support and repair for the items specified, on an as required basis for a one-year base period beginning at date of award; with four one-year option periods renewable annually. This requirement is for the Operational Flight Hours; Technical and Repair Support Services for the MX20 Turret, MCU, OCU, Joystick, and Power Conditioner unit that comprise the Airborne Sensor with Palletized Electronice Reconnaissance System. The OEM is L-3 Communications-WESCAM, 649 North Service Road. W., Burlington, Ontario, Canada L7P 5B, Cage Code 3AC24. Components consists of the following: MX20 Turret NSN 5855-01-HS1-4356 P/N 40359-05, Cage Code 3AC24; MCU, NSN 5963-01-HS1-4352, P/N 40582-04 Cage Code 3AC24; OCU, NSN 5963-01-HS1-6761, P/N 40980-04, Cage Code 3AC24; Joystick NSN 5840-01-HS1-6760, P/N 40995-03 Cage Code 3AC24; Power Conditioner, NSN 5826-01-HS1-4355, P/N 40581-02 Cage Code 3AC24, All items are serial number tracked. Commercial acquisition procedures as describe in FAR Part 12, and FAR Part 15. Thisis a sole source requirment; vendors that are capable of providing these services are encouraged to submit a proposal at solicitation release.. Incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-36. The North American Industry Classification System Code is 336413 and the size standard is 1000. This procurement is unrestricted. The units will be repair and then shipped to various USCG, Air Station locations as designated by the USCG. The USCG intends to award one (1) contract for these services. Repair shall be accomplished in accordance with Original Equipment Manufactures (OEM) specifications, as specified in the solicitation. The Coast Guard does not own nor can it provide specifications, drawings, or data for the overhaul of these items. Desired Delivery date is 45 days after receipt of material and the required delivery date is 60 days after receipt of material and the FOB point is destination. Offerors must possess a current OEM certification for the repair of the components specified, and provide a copy of the certification with their offer. All responsible sources may submit a proposal, which will be considered by this agency. The solicitation number HSCG38-09-R-H00017 will be issued on or about 29 October 2009 and will be available for download at FedBizOps at www.fbo.gov or can be obtained by E-Mailing or Faxing a written request to donna.h.walton@uscg.mil or 252-335-6452 (Fax). Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
