- The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for the conduct of a study to determine possible causes of premature failure in concrete ties along Amtrak's Northeast Corridor (NEC). The Volpe Center has a requirement from the Federal Railroad Administration (FRA) to conduct a study of concrete tie performance in the NEC between Washington and Boston, where train operating speeds are at or above 125 mph. The NEC is the only location in the U. S. where trains operate at or above 125 mph, and the Acela trainset design is unique among high speed trains operating anywhere in the world. Potential offerors are required to have knowledge and actual experience in analyzing the track/train forces from these trainsets as well as knowledge of concrete behavior and track structural analysis. All responsible sources may submit a proposal which shall be considered by the agency. A complete statement of work will be set forth in the Request for Proposal (RFP). RFP issuance will be on or about October 21, 2009. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5 million. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The subject solicitation and any related documents will be available in electronic format only on the Federal Business Opportunities website, www.FBO.gov, the single government-wide Point of Entry (GPE) for federal government procurement opportunities over $25,000.00. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line provisions within the Representations and Certifications at https://orca.bpn.gov. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
