- RECOVERY: PRE-SOLICITATION NOTICE FOR THE BLACKFOOT PROTECTION AND RIVER CROSSING. This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The work consists of Furnish labor, equipment, supplies, and materials to construct with Contractor supplied material, 4-Wire barbed wire fence with galvanized steel structures and Float-through PVC gate river crossings with galvanized steel structures. Project price range is between $25,000 and $100,000. NAICS: 238990. The project site is located in the Bingham County, Idaho, along the Blackfoot River Corridor. Estimated start work date is November 12, 2009, and performance time is Schedule A - 45 days, Schedule B - 15 days, Schedule C - 10 days. In accordance with FAR 28.102-1, a 100% Payment Bond is required for contracts greater than $30,000, prior to issuance of the Notice to Proceed. This solicitation will be posted electronically at www.FedConnect.net. Paper copies are no longer available. The Site Tour will be held on Tuesday, October 20, 2009 at 10:00 am (Local time). The Meeting place is National Guard Armory, Parking Lot, Rich Lane, Blackfoot, Idaho. Estimated issue date for solicitation is October 19, 2009. The Closing date is November 2, 2009. All responsible sources may submit an offer which will be considered. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public.
