- The Product Manager, Command Post Systems & Integration, at Redstone Arsenal, Alabama, is researching audio/video distribution systems as part of a Command Center System (CCS) to be used in tactical operations centers. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), and invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. The principle goal of this effort is to identify potential solutions for a command center system consisting of an audio/video control distribution system with associated support equipment. A draft performance specification has been developed for the audio/video controller element of the CCS. " Packaged in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. Individual components should not exceed a two-person carry in accordance with (IAW) MIL-STD-1472F. Packaged/stowed components in transit cases should not exceed a four-person carry IAW MIL-STD-1472F. " Multi-input/output video controller capable of accepting and distributing multiple analog and digital video content and formats simultaneously at distances up to 500 feet away with no signal loss or degradation. " Receive multiple computer inputs over a LAN. " Multi-input/outputs must be switched without glitches (Vertical interval switching) or rolls on display(s) for clean display changes. " Base system should provide multiple inputs that include composite (minimum 3), serial (minimum 2), and S-video (minimum 1) with the capability of adapting to other current and future technology and interface formats. " Capable of manipulating the size and position of individual outputs to the display(s) without regard to the displays physical construction. Providing for multi-window displays compatible with any brand of monitor, or screen suitable for large display. " Match the native resolution of monitors, flat panel displays, projectors as well as user-selectable output settings up to WUXGA (1920x1200). " Terminated inputs for best possible signal performance. " Control system with a Graphical User Interface (GUI) with presets to facilitate the configuration and editing of multiple display outputs. " Output display modes must support various selectable display modes to include; baseband video to hi-resolution video content and graphic producing systems. " Simultaneously display a minimum of eight sources and provide numerous preset-viewing combinations that can be stored and recalled. " GUI must be capable of selecting one source or multiple sources for selection simultaneously. " Integrate with the Battlefield Video Teleconference (BVTC) system(s) such as the AN/TYQ-122 or other equivalent commercial-off-the-shelf (COTS) system. " Provide microphone and speaker system capable of accommodating large groups in a minimum 1000 square foot area. Should include one master control station with capability to remote. " Audio system capable of interfacing with TOCNET" components. " All components should meet MIL-STD-810F. " Operated, stowed, and transported in a tactical environment subject to extreme climate conditions. " System(s) should include complete operators & maintenance manual with repair parts and special tools list, IAW MIL-STD 40051-2. Vendor responses to market research questionnaires will assist the Government in finalizing the performance specification by providing information about the technical capabilities of available commercial/non-developmental video distribution systems. Sources Sought Instructions: A written response with detailed information is requested of those suppliers who can provide a command center system achieving the required or similar specifications. Detailed information shall include the vendor's capability of providing the required goods and current commercial availability.
