- The Fleet and Industrial Supply Center, San Diego, Regional Contracts Dept., Seal Beach Division, intends to negotiate a firm-fixed price contract on a sole source basis with Tristar, Inc., Phoenix, AZ, for the acquisition of services to install a new data management system, manage CAD and other product development files, train to use and administer new Windchill system, migrate current data into Windchill and move product development data from Intralink to PDMLink, pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). Due to the unique knowledge and support equipment required, the OEM (Parametric Technology) requires that only certified dealers perform the install due to proprietary data and intellectual material. Tristar, Inc is the certified servicing supplier for Parametric Technology Corporation in the western region. This will be a commercial acquisition using simplified acquisition procedures for commercial items in accordance with FAR 13.5. The North American Classification System (NAICS) codes 541511 with a size standard of $25M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 13 October 2009 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. A proposal may be submitted via e-mail or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with solicitation N00244-10-T-0005. Sole Source This is for services required to install (migrate) a new data management system (server) to manage the CAD and other product development files, train to use and administer the new system (Windchill), and to migrate current data. The current server will be updated to Oracle-10 in order to be compliant with Department of Navy (DON) mandated Decision authority Decision Memorandum (DADM). Windchill is currently utilized. A system upgrade is needed that manages Computer Aided Design (CAD), Professional Engineering designs, and other Design related software. Windchill performs these functions. Parametric Technology Corporation (PTC) is the original manufacturer of Windchill and has proprietary rights to the software. Windchill is a PTC specific product used for document management, and it is essentially one central repository for data and intellectual material. PTC has selected Tristar as their only local (Southern California) certified servicing supplier.
