- Description
- NASA-Johnson Space Center awarded Modification 1602 of Contract NAS15-10000 to TheBoeing Company for Phase II development of the International Space Station (ISS) CommonDocking Adapter (CDA) for the United States On-orbit Segment (USOS). This modification,valued at $15,000,000, applies funds from the American Recovery and Reinvestment Act of2009 to CDA assembly, which includes three major components: (1) Common Passive DockingInterface (CPDI), (2) Tunnel, and (3) Passive Common Berthing Mechanism. A CPDI shall becompatible with docking interfaces of Constellation Program Orion and European SpaceAgency Advanced Re-entry Vehicle visiting vehicles being developed for docking to theUSOS.<P>This effort was noncompetitively awarded to The Boeing Company under the NAS15-10000contract. The Boeing Company is uniquely qualified to perform the Phase II developmentof the ISS CDA based on the unique expertise they possess as a result of having solelydeveloped and integrated the ISS. Furthermore, for the work required and given the timeconstraints imposed, the existing NAS15-10000 is the most appropriate contractual vehiclefor the preservation of jobs using Recovery Act funds.<P>This modification was issued using the same cost-plus-award-fee (CPAF) contractarrangement that was established from the original contract award. A CPAF arrangement isappropriate due to uncertainties involved in performance of this effort that do notpermit costs to be estimated with sufficient accuracy for the use of a fixed-pricecontractual vehicle.
