Description
I. OVERVIEW: This is a PRESOLICITATION NOTICE only. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. II. REQUIREMENT: The Bureau of Engraving and Printing (BEP) has interest in and is seeking sources capable of providing either one of or both of the below requirements in support of the BEP's Power Plant located in Washington, DC. The BEP's Power Plant is responsible for both supplying electrical service as well HVAC service throughout the facility. Important note: This is mission critical equipment as a result, it is imperative that this equipment remain operational on a 24x7x365 continuous basis. A. Central G.E. 15kV switchgear: Consists of four (4) 13,800 volt PEPCO supplied incoming feeder main switches, four (4) feeder tie switches, thirty one (31) distribution switches and all relays associated with the switches and breakers supplying 13,800 volts to various locations throughout the BEP (refer to Attachment #1 for a listing of equipment). Services required: 1. Maintenance, including minor repair, testing and inspection of the aforementioned equipment and review of the inspection and maintenance protocol biennially, every odd calendar year. The next service is due during BEP's 2009 Year-End Shutdown (Y.E.S) period, which begins December 24, 2009 through January 3, 2010. 2. 24x7x365 emergency repair services with the capability to respond in person within two (2) hours of receipt of an emergency call. B. Central G.E. and Cutler Hammer switchgear: Consists of twelve (12) 480V distribution substations, nine (9) 120/208V network distribution protector switches, and five (5) 120/208V distribution substations supplying 480-120/208 volts to various locations throughout the BEP (refer to Attachment #1 for a listing of equipment). 1. Maintenance, including minor repair, testing and inspection of the aforementioned equipment and review of the inspection and maintenance protocol biennially, every even calendar year. The next service is due during BEP's 2010 Year-End Shutdown (Y.E.S) period. 2. 24x7x365 emergency repair services with the capability to respond in person within two (2) hours of receipt of an emergency call. Interested parties who have the capability to support any or all of the above areas are welcomed to respond. The expectation is for the contractor to provide all personnel, equipment, tools, materials, management, training, testing, supervision and all other items and services necessary to perform such services in order to ensure the equipment remains operational at all times. III. REQUEST: Interested parties shall submit with their response the following information; 1. Indication of interest in which of the above areas (e.g. either one of (e.g. A, B), or both). 2. Service/Capability literature. 3. Point of Contact information. 4. Other information deemed necessary. IV. RESPONSE DATE: Responses to this Notice shall be submitted no later than 3:00 P.M. EST October 13, 2009. V.
