Description
Arcata Associates, Inc has a continued requirement for an existing Global TestRange Development Lab supports NASA in the research, engineering, development, andoperation of prototype systems that serve non-traditional range customer groups typicallyinterested in off-range operations. This continued procurement of this effort supportsNASA DFRC project, providing Global Test Range Development Lab and Reveal Development.Arcata Associates, Inc. intends to purchase the items from ERIGO Technologies LLC PO Box899 Enfield, NH 03748 is the only responsible source which is capable of satisfying theagency's unique need for the following reasons:An existing Global Test Range Development Lab supports NASA in the research,engineering, development, and operation of prototype systems that serve non-traditionalrange customer groups typically interested in off-range operations. The dominantcustomer in this arena is currently the airborne science community (science missiondirectorate), but customers are emerging across NASAs mission directorates as well asother agencies. As systems mature, the Global Range of the future is envisioned assupport infrastructure for a form of autonomous or adaptive sensor web. Onsite staffhelp to develop, implement, setup, configure, administer, and test the Global RangeDevelopment Lab. Current Development Lab capabilities related to network computing infrastructure involveopen source middleware for software integration and distributed streaming data fusioncalled DataTurbine. NASA was instrumental in the development of the source software anduses it as a key component of the acquisition, distribution, and web servicesarchitecture in the Global Test Range.The prototype implementation of a systemmanagement tool for DataTurbine-based applications is referred to as the IntelligentNetwork Data Server (INDS).On aircraft, NASA has also developed a Linux-based on-board system for facilitatingintegration of instrument payloads with vehicle systems and communication links. TheResearch Environment for Vehicle Embedded Analysis on Linux (REVEAL) systems currentlyserve as onboard data acquisition, processing, and recording systems while also servingas a managed gateway for communication with terrestrial systems. REVEAL was created as atool for telemetry and measurement networks applications and is currently deployed onseveral airborne platforms. Long term plans currently include expanded use ofinterfaces and protocols based on open standards, and releasing REVEAL under an opensource license. The Global Test Range Development Lab requires the ability to expand its capacity to doengineering research, development, and technology maturation. Schedule risk will besignificantly reduced due to Erigo Technologies LLC engineering and manufacturingexpertise and capabilities with the Data Turbine Based Operations and Reveal Development. This expertise is critical to ensure continued success.. For example, only ErigoTechnologies LLC can provide instant response to resolve problems and assistance with thecommunications systems that support the missions required for these experiments. Thus,programmatic and schedule risk are significantly reduced.Erigo Technologies LLC has gained experience in the modification and operation of theData Turbine Based Operations and Reveal development over countless hours. This makesthem uniquely experienced to support NASA research modifications and flight operations,and provide training support. Any other company would have to invest hundreds ofthousands of hours to develop a similar experience level. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PacificStandard Time on October 22, 2009. Such cabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
