Description: PRE-SOLICITATION NOTICE (Recovery Act Acquisition) Description: The Department of Veterans Affairs, National Energy Business Center (NEBC), 4141 Rockside Road, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for Direct Geothermal / Ground Source Heat Pump (GSHP) Renewable Energy Feasibility Study, Environmental Assessment, Test Boring, Schematic Design and Acquisition Support at the Mare Island VA Outpatient Clinic, 201 Walnut Avenue, Vallejo, CA 94592. This notice is advertised as "information only" and is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB's) pursuant to the authority set forth in 38 USC 8127. The contractor shall furnish all labor, materials, equipment, supplies, and travel necessary to perform this contract. The solicitation will be issued as a "Request for Quote" and will be conducted under the Subpart 13.5 test program where Simplified Acquisition procedures apply. The conduct of the procurement will be in accordance with Far Parts 12, 13, or 15 or some combination thereof. The solicitation will be a "Total Service-Disabled Veteran-Owned Small Business Set-aside." The solicitation will be issued on or about Friday October 16, 2009 and proposals will be due approximately three (3) weeks after the issue date. The Government intends to award a firm-fixed price contract, and the completion of this project shall not exceed 240 days from Notice to Proceed. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website (http://www.fbo.gov/). The Government reserves the right to use only the internet as notification of any amendments to this solicitation.
