- The A-10 Aircrew Training Systems (ATS) effort comprises two platforms: the A-10C precision engagement full mission trainer (FMT) and the hands on throttle and stick (HOTAS) Trainer. The A-10C FMT utilizes a high fidelity replica of the A-10 aircraft cockpit, an instructor operator station (IOS), a visual system, and simulation equipment to provide pilot initial and continuation training for flight mission and tactics. The HOTAS trainer is an A-10C precision-engagement (PE) functionality trainer meant for initial A-10C pilot conversion and training. Both simulators are augmented by a database generation system (DBGS). The A-10 ATS program provides contractor logistics support (CLS) and hardware/software modifications for trainers belonging to Air Combat Command (ACC), Air Force Reserve Command (AFRC), and the Air National Guard (ANG) at 11 sites (9 domestic, 2 OCONUS). USAFE and PACAF are supported indirectly through ACC. This effort will acquire CLS services composed of operations and maintenance (O&M), modifications, software, parts, the training system support center (TSSC), brief-debrief support, transition of the TSSC to Davis-Monthan AFB, and acquisition of additional simulator systems in support of A-10 Training Systems sustainment activities. The contractor will be responsible for all security aspects for this program and will maintain and ensure compliance with applicable statutes, laws, and regulations at all fielded locations. The government solely owns all training assets including the physical trainers, instructor operator stations, brief-debrief systems, and all software/databases produced by the contractor for the A-10 ATS program. The Air Force purchases the services and equipment, necessary to support the trainers. Primary activities supported under the A-10 ATS program include the four core requirements listed below: • Management: IMP/IMS, Engineering Design Reviews for majority of modifications, Configuration Management • Contractor Logistics Support (CLS): Maintenance, Spares • Training Systems Support Center: Modification Integration, Obsolescence, Computer Support • Modification The Government anticipates issuing a single award contract which includes options. The duration of this contract is anticipated July 2010 through December 2014. The Government will issue a future announcement to this synopsis on how prospective bidders can obtain technical data associated with this requirement to prepare a proposal. Once formal Request for Proposal is issued, all responsible sources may submit a response which, if received timely, must be considered by the agency. The Government reserves the right to cancel this notice at any time.
