GSA AND DISA RFI AND INDUSTRY DAY FOR COMSATCOM - IT SCHEDULE 70 REQUEST FOR INFORMATION AND INDUSTRY DAY Future Commercial Satellite Communications (COMSATCOM) Services Acquisition Schedule 70 Special Items Numbers for COMSATCOM Transponded Capacity and COMSATCOM Subscription Services RFI Review Period: October 7 – October 28, 2009 Industry Day: October 22, 2009 GENERAL INFORMATION 1.0OBJECTIVE On August 6, 2009, the General Services Administration (GSA) and the Defense Information Systems Agency (DISA) announced a joint Future COMSATCOM Services Acquisition (FCSA) making use of Federal Supply Schedules and GSA-owned Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts to service Government COMSATCOM requirements. GSA and DISA are seeking feedback on the draft Information Technology (IT) Schedule 70 documentation for two new Special Item Numbers (SINs) being created to service Government COMSATCOM Transponded Capacity and COMSATCOM Subscription Services requirements. As part of the review, GSA and DISA will hold an Industry Day on October 22, 2009. Further details on the Industry Day, including time, location, and RSVP information are in Section 3.0. 2.0REQUESTED INDUSTRY FEEDBACK GSA requests feedback, comments, concerns, and recommendations on the draft COMSATCOM Transponded Capacity and COMSATCOM Subscription Services SINs, Terms and Conditions, Price Examples, and Evaluation Criteria. Respondents are encouraged to think broadly about how to best achieve the desired services. Responses should be based on the material contained in this announcement and any other relevant information the contractor thinks is appropriate. Responses shall not exceed fifteen (15) single-sided, Times New Roman 10-pitch font, single-spaced pages. Contractors are encouraged to mark each page believed to contain corporate sensitive information with the note “Proprietary Information”. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 U.S.C. 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. If you are not familiar with CCR, please see http://www.bpn.gov. •Primary Point of Contact •Address •Telephone Number •Fax Number •E-mail address for POC Any exchanges of information shall be consistent with procurement integrity requirements (see FAR 3.104). Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The responses from this RFI may be used to assist the Government in developing evaluation criteria for a future procurement. 3.0INDUSTRY DAY INVITATION AND RSVP INFORMATION GSA, in partnership with DISA, cordially invites your company to attend the Future COMSATCOM Services Acquisition (FCSA) Schedule 70 Industry Day for COMSATCOM Transponded Capacity and COMSATCOM Subscription Services Special Item Numbers (SINs), 9:30 AM October 22, 2009 at the GSA Building, 18th and F Streets NW, Washington DC. The FCSA Schedule 70 Industry Day is essential for understanding how the Federal Government intends to purchase future commercial satellite services from industry. What you will learn at the FCSA Schedule 70 Industry Day: - Details on the COMSATCOM Transponded Capacity SIN - Details on the COMSATCOM Subscription Services SIN - Details on the Terms and Conditions applicable to both SINs - Details on the new IT Schedule 70 Evaluation Criteria applicable to these SINs - More information about Federal Supply Schedules and how to prepare a quality offering You must RSVP to attend the event. Reserve your attendance now by sending an RSVP to futurecomsatcom@gsa.gov by 5:00 PM October 19, 2009. In the RSVP, please provide the following information: - Company name and contact information - Full name, phone, email, and the last 4 digits of the social security number of all attending individuals. (NOTE: If you are unable to provide social security number information, please provide a passport number) - Special needs requirements, if required It is requested that responses be coordinated by a single point of contact per company. Due to the limited amount of space, the number of attendees is limited to 2 per company. Pay parking is available, but limited. Attendees may also take Metro to the Farragut West Metro stop and use the 18th & I Streets, NW exit. It is requested that participants arrive 30 minutes in advance to allow for time to clear security check-in and be seated prior to the start of the event. Participants must show a photo ID at the main entrance security gate. If you cannot attend, information will be posted on the GSA.gov website at http://www.gsa.gov/fcsa after the Industry Day Event. 4.0DISCUSSION OF COMSATCOM SERVICES IMPLEMENTATION ON IT SCHEDULE 70 IT Schedule 70 is a standing solicitation. Details on the current IT Schedule 70 (Refresh 24) solicitation can be found at http://www.gsa.gov/schedule70. The COMSATCOM Transponded Capacity and COMSATCOM Subscription Services SIN Descriptions, Terms and Conditions, and Evaluation Criteria will be incorporated during an IT Schedule 70 refresh planned for second quarter fiscal year 2010 (2QFY10). Details on where each piece of this RFI will ultimately be contained within the overall IT Schedule 70 solicitation are provided below. Please obtain a copy of the current IT Schedule 70 solicitation to assist with your review and feedback. 4.1Commercial Satellite Communications (COMSATCOM) Transponded Capacity SIN. A new SIN for Government COMSATCOM Transponded Capacity will be incorporated into the IT Schedule 70 “02 Solicitation Document. Title: General Purpose Commercial Information Technology Equipment, Software and Svcs.” as part of a future Schedule Refresh to solicitation number FCIS-JB-980001-B. Please review the draft SIN 132 XX Commercial Satellite Communications (COMSATCOM) Transponded Capacity -- SUBJECT TO COOPERATIVE PURCHASING, found at Attachment 1, and provide feedback, comments, concerns, and recommendations. 4.2Commercial Satellite Communications (COMSATCOM) Subscription Services SIN. A new SIN for Government COMSATCOM Subscription Services will be incorporated into the IT Schedule 70 “02 Solicitation Document. Title: General Purpose Commercial Information Technology Equipment, Software and Svcs.” as part of a future Schedule Refresh to solicitation number FCIS-JB-980001-B. Please review the draft SIN 132 YY Commercial Satellite Communications (COMSATCOM) Subscription Services -- SUBJECT TO COOPERATIVE PURCHASING, found at Attachment 2, and provide feedback, comments, concerns, and recommendations. 4.3Terms and Conditions Applicable to COMSATCOM Services. Terms and Conditions specific to the two COMSATCOM SINs will be incorporated into the IT Schedule 70 “07 Guidelines for Format and Content of the Information Technology Schedule Pricelist” as part of a future Schedule Refresh to solicitation number FCIS-JB-980001-B. Please review the draft Terms and Conditions Applicable to Commercial Satellite Communications Services (Special Item Number 132 XX and Special Item Number 132 YY), found at Attachment 3, and provide feedback, comments, concerns, and recommendations. Are any of the Terms and Conditions inconsistent with your commercial best practices or service offerings? Project Experience for SI N 132-XX, Commercial Satellite Communications (COMSATCOM)Transponded Capacity and SIN 132-YY, COMSATCOM Subscription Services only, found at Attachment 6, and provide feedback, comments, concerns, and recommendations. 4.7Evaluation Factor 7: Information Assurance Minimum Security Controls Compliance for COMSATCOM Services. A new Evaluation Factor 7 will be incorporated into the “CI-FSS-152 ADDITIONAL EVALUATION FACTORS (MAR 2009), Technical Evaluation Factors” section of IT Schedule 70 “Solicitation Document. Title: 02 General Purpose Commercial Information Technology Equipment, Software and Svcs.” as part of a future Schedule Refresh to solicitation number FCIS-JB-980001-B. Please review the draft FACTOR 7. Information Assurance Minimum Security Controls Compliance for SIN 132-XX, Commercial Satellite Communications (COMSATCOM)Transponded Capacity Services and SIN 132-YY, COMSATCOM Subscription Services only, found at Attachment 7, and provide feedback, comments, concerns, and recommendations. Please review the draft Information Assurance Minimum Security Controls Checklist for SIN 132-XX, Commercial Satellite Communications (COMSATCOM) Transponded Capacity and SIN 132-YY, COMSATCOM Subscription Services only, found at Attachment 8, and provide feedback, comments, concerns, and recommendations. For your reference, the required security controls for low, moderate, and high-impact information systems in accordance with Federal Information Processing Standards (FIPS) Publication 200, as described by National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, “Recommended Security Controls for Federal Information Systems and Organizations,” is found at Attachment 9, Security Controls for Information Systems. These security controls have been mapped to their equivalents described in DoD Instruction (DoDI) 8500.2, “Information Assurance Implementation”. 4.8DD Form 254: Department of Defense Contract Security Classification Specification. In order to compete to service Government Task Orders with any security classification requirements, service providers will be required to have a signed DD Form 254.
