Description
Background This is a Request for Information (RFI) only. It does not constitute a commitment that the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) or the Department of Health and Human Services (HHS) will undertake a procurement action in this matter. The NCS is seeking comments regarding best practices for coordinating a national, multi-site, field study with distributed data collection of a common core protocol. The NCS is interested in examining current approaches to optimize efficiency and effectiveness and is open to creative suggestions that depart from the existing model. The NCS is a longitudinal cohort study that will examine the effects of environmental influences on the health and development of approximately 100,000 children. Environment is broadly defined to include biological, physical, chemical, and social/cultural influences on children’s health and development. Children will be followed from before birth until the age of 21 years. The goal of the Study is to provide information that will ultimately lead to improvements in the health, development, and well being of children. It is anticipated that Study participants will be enrolled from 105 distinct geographic areas across the country to form a nationally representative sample. The NCS Coordinating Center is tasked with providing support for the continued planning, development, and implementation of the NCS. Critical Coordinating Center tasks include • Development of all Study operations, including the Manual of Operations and Procedures (MOP), training materials, and data collection processes and forms; • Technical training of NCS field staff in data collection protocols; • Coordinating and assisting other NCS contractors (IT, local Study Centers) with implementing and supporting IT systems; sampling frame development; participant recruitment, enrollment, and retention; and conduct of data collection protocols; • Management and oversight of data collection, including monitoring field work; sample and specimen collection, transport, and storage; reporting; and data editing and adjudication. Information Requested The NCS is requesting feedback and suggestions on several topics. For each, as appropriate, please describe any best practices, general levels of effort required, and anticipated problems or barriers. 1. Identification, long-term follow up, and recruitment of eligible participants into longitudinal studies; 2. Development, communication, and archival of materials, protocols and procedures related to field efforts; 3. Developing standardized training approaches that are effective and efficient within the parameters of a distributed data collection staffing model; 4. Monitoring and oversight of field efforts, including data receipt, management and reporting; 5. Establishment, operation and maintenance of a Data Center that connects over 100 field sites that provide direct management of data collection activities through web-based software systems, receives direct telephone deliveries of collected data from computer-based mobile devices, provides centralized study administration functions, conducts data editing of field questionnaire data and the results of laboratory processing of field samples, and prepares restricted and public datasets of study data. 6. Protection of field and derived data in accordance with the provisions of FISMA, HIPAA, and other relevant information privacy and security regulations throughout the collection, storage, processing, and access processes. 7. Process and procedures for the installation, update, and version control of COTS, GOTS, and custom study applications over a nationwide VPN installation that connects over 100 field sites. Responses should be submitted as an email attachment in PDF format. Please limit responses to fifteen (15) pages or less. Responders may label information as “confidential” or “proprietary”, and explain the reason for such labeling. NICHD will use the information submitted in response to this RFI at its discretion and will not provide comments to any responders’ submission. However, responses to the RFI submitted may be reflected in future solicitation(s). NICHD reserves the right to contact any responder that responds to this RFI for the sole purpose of enhancing NICHDs understanding of your RFI submission. This notice is for informational purposes only and does not constitute a solicitation or Request for Proposal. This RFI is not to be construed as a commitment by the Government. The Government will not pay for any information provided as a result of this RFI and will not recognize or reimburse any cost associated with any RFI submissions.
