- Description
- This is a 100% Veteran Owned Small Business (VOSB) set-aside to Construct a New Domiciliary at the West Texas VA Health Care System (WTXVAHCS) in Big Spring, Texas. The project will be awarded as a Firm Fixed Price construction type contract. The procurement will be restricted to VOSB-only who are capable of a minimum of $5 Million in bonding capacity per individual project. The applicable North American Industry Classification System (NAICS Code) is 236220, Standard Industrial Classification (SIC Code) is 1542, and a small business size standard of $31,000,000. IAW FAR 36.204, Disclosure of Project Magnitude is between $5,000,000 and $10,000,000. Work may include but is not necessarily limited to Construct New Domiciliary: The government seeks companies that can provide ground-up construction of a 40-bed stand-alone single story Domiciliary building, approximately 24,772 square feet in area and IAW VA Domiciliary design criteria (i.e., Department of Veteran Affairs, WTXVAHCS Project, Program Guide, PG-18-15, Volume C, dated May 2006), on the WTXVAHCS campus at 300 Veterans Blvd, for support of Veterans Affairs clinical programs in mental, social, and physical rehabilitation. Additionally, it will include but is not limited to: clearing, grading, and excavation on-site; extending utility services from nearby VA building systems or public distribution systems; erecting all components of the building foundation, structure, architectural, mechanical, HVAC, plumbing, sanitary, steam distribution, solid waste disposal, electrical, fire protection, telecommunications, special systems (such as security and duress and other alarms and signaling systems, video surveillance systems, intercoms, public address, building automation), and equipment such as building systems, and program support equipment (kitchen equipment, etc, teleconferencing, etc); patient building; courtyards; exterior signage; and proximity landscaping. Also provide provisions for staging at the site and work phasing. Last, all normal facility activities and back-up to continue in operation during the course of work, with minimum of disruptions or shutdowns of utilities and access roadways. Provisions shall also be made for mitigating activities that could present aesthetic concerns with patients of the WTXVAHCS. The proposed period of performance for this acquisition will be for a base period of 650-days with multiple Deductive Alternates. The successful contractor will be selected using Past Performance Trade Off (PPTO) procedures, resulting in the best value to the Government. Past Performance is significantly greater than price.
