Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3C19245A003 and the solicitation is issued as a request for proposal(RFP) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 561990, and the small business size standard is $7M. (v) This requirement consists of one line item: 0001) provide all services, management, tools, supplies, equipment, replacement parts, replacement agent and labor necessary to perform the inspection, testing, and maintenance of installing fire extinguisher systems and cleaning of hood and exhaust ducts located at Pope AFB, NC, in accordance with National Fire Protection Association (NFPA) Codes and Standards and manufacturers’ instructions. The contractor shall guarantee and warranty all materials, equipment, and workmanship for a minimum period of one year from the date of final acceptance. The contractor is responsible for any damages caused to government property. Quantity: 12; Unit of Measure: months (vi) IAW Statement of Work dated 28 Aug 2009. (vii) The performance period is base plus 4 option years. The contractor certifies that it can meet the delivery date by submitting a proposal. FOB: Destination, Pope AFB, North Carolina. (viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation – Commercial Items, applies to this solicitation. Award will be based on best value to the government in this order: (1) PRICE, and then (2) PAST PERFORMANCE. (x) The provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application – ORCA – at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. The following FAR clauses identified at FAR 52.212-5 are considered checked and are applicable to this acquisition: (b8), (b18), (b19), (b21), (b22), (b24 basic clause), (b31), (b34), b39), (c1),(c2),(c3) and (c4). (xiii) The following clause are incorporated by reference: FAR 52.223-5, FAR 52.237-2, DFARS 252.203-7000, DFARS 252.203-7002, DFARS 252.204-7003, DFARS 252.223-7006, DFARS 252.204-7004 (Alt A), DFARS 252.225-7000, DFARS 225.225-7002 and DFARS 252.243-7001.
