- Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $35,000,000.00 and $40,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236220. The estimated time for completion is 762 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Two-Phase Design-Build selection procedures of FAR 36.3. The solicitation, when issued, will include the following American Recovery and Reinvestment Act (ARRA) Clauses: FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements; 52.215-2, Audit and Records - Negotiation (Alternate I); 52.225-23, Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements; and 52.225-24, Notice of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements. Compliance with all ARRA clauses and required reporting will be mandatory by the successful offeror. The acquisition is for the design and construction of a Barracks Building and Adjacent Galley Building at the U. S. Coast Guard Support Center, Elizabeth City, NC. The project scope includes the design and construction of the barracks building will be approximately a 64,000 gross square foot (GSF) three story structure with berthing, recreation and support spaces. The galley building will be approximately an 11,000 GSF single story structure including dining facilities and food preparation areas. Associated site work includes new utility connections, roadways, parking lots and storm water management. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mrs. Donna Miller at donna.e.miller@uscg.mil. In your response, include a positive statement of your intention to submit an offer for this solicitation as a prime contractor. Your response is requested by October 26, 2009.
