- This is a Sources Sought Notice for the following services related to Recovery Act Project No: R101-09-051 "Energy Conservation Measures at the Syracuse VA Medical Center". The VA Medical Center is seeking professional architect/engineering firms to provide construction documents, working drawings, specifications, cost estimates, life-cycle analysis, and construction period professional services to implement Energy Conservation Measures at the VA Medical Center, Syracuse. Energy Conservation Measures include lighting measures, electric motor measures, installation of variable speed drives, upgrades and expansion of the building automation system, upgrades and expansion of the existing energy monitoring and management system, upgrades, expansion and development of heat recovery systems, installation of modular natural gas hydronic boilers, upgrade and enhance HVAC air duct zoning and air flow control capabilities, provide outside air economizer capability to computer server center. It is the intent to complete the design by the end of the 2nd quarter (January-March) of Fiscal Year (FY 2010) to permit construction solicitation and construction award in the third quarter (April-June) of Fiscal Year 2010. Therefore ultimately an expedited design package will be required. The general scope of this project is to improve energy efficiency and water conservation by evaluating and designing: 1) replacement of existing constant speed motors with variable speed motors and drives, 2) improving the existing Energy Management System (EMS) by installing BTU meters, power monitoring, flow meters, and temperature sensors on chilled water, hot water, cold water make-up, and steam traps, and motor electrical power measurement integrated into the head-end of the EMS for monitoring, analysis, and automatically make operational adjustments 3) consideration of energy recovery to pre-heat the cold water make-up using the existing chiller plant condenser water, 4) installing controllable zone dampers at each floor level for approximately six air handling units that shall be modified and equipped with variable speed drives, 5) installation of water to water heat pumps to augment the existing glycol run-around loop heat recovery systems, 6) provide an air side economizer and controls to allow for outside air free cooling capability in the data center, 7) retrofit the remaining T-12 lighting with high-efficiency lighting to produce the appropriate light levels as defined by VA guidelines, and 8) provide natural gas condensing hydronic boilers and associated support systems to serve multiple air handling units and radiant panel heating loads, in parallel with existing steam to hot water convertors, where determined to be economically practical. All work will be in strict accordance with the latest codes and standards according to, yet not limited to, the Latest versions of VA Master Constructions Specs, Joint Commission on Accreditation of Healthcare Organization (JCAHO) Environment of Care Standards, VA HVAC and Electrical Design Manual, Commissioning for Federal Facilities, and M&V Guidelines. The following Evaluation Criteria will be used during the A/E selection process (criteria are listed in no particular order of importance): 1. Team proposed for this project; 2. Proposed Management Plan to meet schedule; 3. Previous experience of team proposed for this project. 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7.Estimating effectiveness; 8. Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. Firms desiring consideration must also have a working office and key personnel assigned within a 90 mile drive distance of the Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY 13210, as measured by mapquest, googlemaps, or similar.
