Description
This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration (GSA). The General Services Administration, Region 8, Mountain Plains Service Center, is conducting a market survey and is seeking sources for Design-Build services in BISMARCK, NORTH DAKOTA. The intent of GSA is to reduce energy demand, reduce operation and maintenance costs, and improve building system controls and occupant comfort. The anticipated requirements for this opportunity include the installation of high performance lighting and HVAC components in the Bismarck ND Federal Building/Post Office, which will both decrease energy consumption and operational cost. The Bismarck Federal Building/Post Office may include some or all of the following: 1. Highly efficient overhead lighting fixtures; 2. Lower overhead lighting intensity supplemented with task lighting; 3. Dimming fluorescent ballasts for all perimeter areas with windows and occupancy sensors throughout; 4. LED lighting in some special applications, such as parking garages, fire exit signage; 5. Stairwell lighting with new sensors & reduced 24/7 requirements; 6. More user controls; 7. Central on-off lighting control through the building energy management control system; 8. Installing new high efficiency chillers to cool the building; 9. Replacement of existing primary and secondary chilled water pumps and condenser water with high efficiency pumps; 10. Replacement of motor control centers with high efficiency ones; 11. Replacement of associated ancillary equipment; 12. Upgrading the chilled water plant to direct digital controls; 13. Installing and/or upgrading Variable Frequency Drives to air handlers, cooling tower fans, and pumps; 14. Installing air- and water-side economizers in the air handlers; 15. Installing high-efficiency boilers; 16. Replacing existing mechanical systems with geothermal-based systems (ground source heat pump technology). The Design/Build is anticipated to begin in early 2010. The design and construction cost is estimated at $180,000. Interested sources that have extensive superior design-build experience into transforming federal buildings into high-performance green buildings or similar shall submit a capability document, no more than 3 pages in length, regarding its expertise similar in scope as described in this Notice. In addition, provide a bonding document stating your firm's capability to bond up to the maximum estimate identified above for each project. GSA is encouraging qualified small business participation. Companies should indicate eligibility under the small business programs such as veteran owned, service-disabled veteran-owned, HUBZone, small disadvantaged, women-owned, and 8(a).
