Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Advanced Chemical Science Laboratory (Analytical Chemistry Division), intends to negotiate on a sole source basis under authority of FAR 13.106(b)(1), with Panalytical, Inc. of Westborough, MA for a new replacement X-ray tube. Sole source determination is based on the following: Panalytical, Inc. is the only known manufacturer of this new replacement X-ray tube that will be 100% plug-in compatible (in terms of both hardware and software) with NIST’s existing Panalytical Model PW2404 Wavelength-Dispersive X-ray Fluorescence Spectrometer currently in use. NIST requires an immediate replacement X-ray tube for a Panalytical model PW2404 wavelength-dispersive X-ray fluorescence spectrometer. The X-ray tube source must meet all requirements of the original manufacturer’s design and performance specifications for the PW2404 spectrometer. Specifications call for an end-window tube design having a 75 um beryllium exit window and a casing providing close coupling of tube/sample geometry that matches the spectrometer design. The tube must be capable of continuous operation at 4 kilowatt maximum power with a maximum voltage of 60 kilovolts and a maximum current of 125 milliamps. The tube must be compatible with all applicable safety interlock, electrical, grounding, cooling, computer, and vacuum connections in the PW2404 spectrometer. The spectrometer uses a closed-loop internal cooling system compatible with ultra-low conductivity water (> 12 uS). The tube must be compatible with Panalytical SuperQ and TDS2404 software operating systems for the PW2404 spectrometer. Delivery shall be FOB Destination, Gaithersburg, MD, and is required for immediate delivery. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by October 19, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
