Description
THIS SOLICITATION IS BEING SET-ASIDE FOR TOTAL HOBZONE BUSINESS CONCERN. SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or Small Business Concerns. The estimated value of this procurement is between $500,000 and $1,000,000. The applicable North American Industry Class System (NAICS) 2007 code is 237110. The small business size standard is a three-year averaged annual gross receipt of $33.5 million. Bid, payment and performance bonds are required. The solicitation in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the solicitation number. This project is to provide all labor, materials, tools, equipment and supervision necessary for the replacement of the existing potable water and fir supply distribution system at U.S. Coast Guard Base Mobile, 8551 Tanner William Road, Mobile AL 36608-9693. The performance period will be 90 calendar days. Proposed scope of work includes but is not limited to: installing approximately 207 feet of 12” ductile iron water main outside the US Coast Guard property line limits. The 12” tapping to the existing line and the installation of the 10” meter will be performed by Mobile Area Water and Sewer Service (MAWSS) personnel in coordination the contractor. This work includes jack and boring under the existing CSX railroad tracks, installation of approximately 3,000 feet of 12 inch diameter ductile iron pipe, installation of approximately 6,000 feet of ductile iron pipe 12 inches diameter and less. Perform the removal of existing fire hydrants and piping under the pier, installation associated valves, fire hydrants, backflow preventers, fittings, earthwork, concrete pavement repairs, asphalt pavement repairs and grading of disturbed areas. At the present time, this acquisition is expected to be issued as a Small Business set aside. However, in accordance with FAR 19.1303, if your firm is HUBZone certified or 19.1403 if your firm is an SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to Odalys.McGee@uscg.mil with “Sources Sought for Solicitation Number HSCG82-10-B-PMVA11” in the subject line or by fax (305) 278-6696. Please reference the above solicitation number in all correspondence pertaining to this project. Your response must include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying your certified small business designation; (c)evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone or SDVOSB Small Business set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply. Your response is required by September 28, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Business set aside. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the website at http://www.fbo.gov.
