Description
Marine Corps Systems Command intends to solicit and award a sole-source contract with High Impact Services, Inc., 9952 Parkshore Dr., Fishers, IN 46038, for procurement of Safety and Software Oversight services for the Target Location, Designation, and Hand-off System (TLDHS). TLDHS is a software intensive modular, man-portable equipment suite that provides the operator with an ability to quickly acquire targets in day, night, and near-all-weather conditions then hand them off to fire support agencies. Safety and Software Oversight will consist of: Ensuring that all potential Safety Hazards of the TLDHS system, with any upgraded software, are fully understood and presented to the appropriate MARCORSYSCOM authorities for acceptance of Residual Safety Risk; Ensuring that appropriate levels of Quality, Reliability, Maintainability, and Extensibility are built into the TLDHS software, and that approved software development practices and industry-standard "best practices! " are followed; and Developing Safety-related tests and exercise the TLDHS system to ensure that all safety-requirements are fully implemented and the system operates safely in its intended environment with trained operators. High Impact has spent five years studying, analyzing, and documenting aspects of this complex software and has an in-depth understanding of the software's architecture, development process, testing methodology. Additionally, High Impact not only has an essential understanding of how to use the application but also an critical understanding of the environment it will be used in: both the intended operation and environment, as well as plausible unintended operations and environments. The justification permitting other than full and open competition is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) (2) (ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Interested parties may submit their qualifications to the identified point of contact within 15 days of the date of publication of this synopsis. No solicitation document exists at this time. All communications shall be in writing and will only be used to consider whether to conduct a competitive procurement. Proprietary information shall be clearly identified as such and will be protected.
